a character or person.... is trying to do something.... but can't (yet) for one reason or another.... until something happens and they can do what they want to do.
Here is a fiction example:
The wolf... wants some sugar.. but the pigs won't give it to him... so, he blows them away.
Here's a non-fiction example:
Rosa Parks... wants to sit on her seat in the bus... but the bus driver tells her move to the back of the bus... so she refuses to give up her seat... then she got arrested which started a civil rights movement.
